Charley was born 10 May 1892 in Cubage, Bell, Kentucky the son of Richard Joseph Boatwright and Rutha Jane Miracle. He died in Grand Junction, Mesa, Colorado on 18 Jan 1959 and is buried in the Municipal Cemetery located in Orchard Mesa, Mesa, Colorado. He married Sarah Elizabeth Miracle on 28 Mar 1913 in Cubage, Bell, Kentucky. She is buried in Ellensburg, Kittatas, Washington. Together they had twelve children. Rosie Margaret, Lloyd, Amanda, Thomas Jefferson, Renia Joy, Herbert Robert "Bob", Walter, Mossie Marie, Hassie Shirley, Grant, John Leland and Virgil Lee.
